Thanks; I added it.

The reason that list of gtlds didn't have gov is that the
expression was meant to extract gtlds where only the second level
can be registered.  gov allows registration beyond the second
level, such as to organizations within states like the California
Senate:

  sen.ca.gov

and divisions within the federal government.
