That is incorrect.  Please be careful to not spread incorrect
information.  Anyone (especially trusted ISP users such as Blacknight)
can request removal of a domain by sending a message to:

  whitelist at surbl.org

But for obvious reasons the preferred method is for the owner of the
domain to complete the removal page at:

  http://www.surbl.org/lookup/
