Yes, that's correct. There are at least a couple reasons for this:
1. SURBLs should reflect what actually appears in URIs. If a domain name is in the spam URI, then the domain name goes onto the list. If an IP address is in the URI, then an IP address goes on the list.
2. Using SURBLs should not require names to be resolved into IP addresses.
