I took a look at the diff between 2.63 and 2.64 for the files that get patched (overwritten) by SpamCopURI and it looks like the only thing you lose by forcing the install is some header length restrictions they added in 2.64.
I am going to put out a new release that will work for both 2.63 and 2.64 preserving the code that should be in each.
