I have successfully installed SURBL support and have it up and running in my environment.

P.S. Jeff C, if you want to host this file somewhere on surbl.org, you certainly have my blessing. If its worth hosting. Even though the instructions are really simple, they have been helpful to some Win32 users as they often aren't too Perl savvy (I'm one of them!).
