I've had a lot of submissions from people saying "They won't unsubscribe me!" I don't list based soely on that. However it is an issue. Almost the same as being subscribed without knowledge of it.

I would put these in the category of annoyance spams. They're not nearly in the same class as the professional phramaspammer, etc. Frankly I'd much rather see them *not* included. They tend to be for quasi legitimate organizations also.
