Please review linkshield(dot)com. It's a URL cloaking service but no abuse policy, etc. It may have legit uses but their service may actually benefits spammers.
Just wanted to get everyone's opinion :-)

I'm not familiar with it. Do you have some example uses in spam or ham?

OK Got it, and also searched old messages. It looks like Alex Broens mentioned this domain in January also. Looks like a redirector mostly used for MLM. Here are some quotes from their site:

That said, I'd be disinclined to list unless it appeared mostly in spams. (I know some people consider most MLM to be spam, and I do also, but somewhat contrary to my own expectation, some MLMers actually seem to operate ethically at least when it comes to spam.)
linkshield .com is a 2002 registration with no RBL or SBL but 21 NANAS, apparently affiliate abuse. Newest in NANAS is about a month ago.

Following the SURBL policy I only listed in my local zone. Got some of those MLM "users" on my systems - they think they'll make money eventually. One of them told me on the phone a MLM company owed him $21K and is waiting for the check - Advised to get a new hobby - the guy is about 70 years old.
Maybe RD wants to runs a local URI rule and we watch them a bit.
