I was able to whitelist mail from these people but I'm wondering, more importantly, why they were picked up by the WS_URI_RBL rule. I used the new SURBL checking website and none of the URIs came up positive as far as I could tell. Any ideas?

From what I was able to gather, these messages were coming fine until just
recently. I can't speak to its legitimacy though. I'd just rather not have to whitelist everything but the kitchen sink if I don't have to!

startsampling.com apparently got added to Bill's list. Perhaps it was recently.
You could consider trying different lists or combinations of lists to see what gets the best results for your situation.

Perhaps somewhat ironically, the tech contact for startsampling.com uses a pobox.com email address:

I whitelisted startsampling.com. They will come off of ws.surbl.org but remain in sa-blacklist until Bill takes them off, if he so chooses.
