One thing I notice is that the IP addresses of blacklisted domains are not always listed in the BL as well.
For example, when I look up:
ghcclccc.biz.multi.surbl.org
It's listed. However, when I look up:
72.2.139.221.multi.surbl.org
it's not listed.
Might I suggest that all domains listed in the BL also include corresponding IP addresses?

Yes, that's correct. There are at least a couple reasons for this:
1. SURBLs should reflect what actually appears in URIs. If a domain name is in the spam URI, then the domain name goes onto the list. If an IP address is in the URI, then an IP address goes on the list.
2. Using SURBLs should not require names to be resolved into IP addresses.
